The Local Governance Board

The Local Governance Board is an independent statutory body established under the Local Councils Act and regulated by the Local Governance Board Regulations. The Board is entrusted with safeguarding governance, accountability, transparency and adherence to the Code of Ethics within Malta’s local government sector.

The Board is responsible for investigating complaints and cases concerning alleged maladministration, breaches of the Code of Ethics or irregularities related to the operation of local government. This includes complaints against elected representatives, Executive Secretaries and other officials, as well as decisions taken by local governments that may have resulted in injustice, irregularity or abuse, provided that the matter is not of a criminal nature. The Board may also make recommendations aimed at strengthening standards and enhancing public trust in local government institutions.

Through its regulatory and oversight role, the Board contributes to ensuring that local authorities operate in a responsible, transparent and citizen-focused manner.
