Director General

Natalino Attard is a career civil servant who joined the Public Service in 1978. During his public service career he served with the Department of Social Security, the Office of the Attorney General, the Staff Development Organisation (SDO, now called the Institute for Public Service), the Internal Audit and Investigations Department (IAID), the Department for Local Government (DLG), the Department for Probation & Parole (DPP) which he set up, the Directorate General (Justice) which he set up, the Directorate General (Strategy & Support) which he set up, and the Directorate General for Local Government, a directorate he also set up. 
 
Mr Attard was Manager (Legal Section) within the Local Councils Department during the first five years from the setting up of the Department. He also worked as Management Training Coordinator at the SDO, as Senior Internal Audit Manager at the IAID during which time he also served a three-month traineeship in DG OLAF (Anti-Fraud Office) of the European Commission in Brussels.  He returned to the Department for Local Government as Director in November 2003 where he was director for seven years.  He was then assigned as Project Leader at the Corradino Correctional Facility with the responsibility of making the necessary preparations for the introduction of Parole in Malta, following which he was appointed as the first Director (Probation & Parole) where he was responsible for the setting up of the department. During this period, Parole was effectively launched in Malta.

 
In December 2013, Mr Attard was appointed Director General (Justice) within the Ministry for Justice, Culture and Local Government (MJCL) where he was responsible to spearhead the ambitious National Justice Reform process. As part of the justice reform, Mr Attard was responsible for the setting up of the new Department of Justice and the Legal Aid Agency.  In 2014 Mr Attard was appointed Director General (Strategy & Support) within MJCL, and in 2016 he was appointed as the first Director General (Local Government). 

 
Mr Attard studied at the University of Malta, where he obtained the Diploma of Legal Procurator, the BA in socio-legal studies, and a Masters in European and Comparative Law. He also obtained the MBA from Henley Management College (UK).  Mr Attard attended several courses both locally and abroad. These included studies at the Institut International d’Administration Publique (IIAP) in Paris, the Scuola Superiore dell’Amministrazione dell’Interno (SSAI) in Rome and the European Institute of Public Administration (EIPA) in Maastricht where he also delivered presentations on Malta’s audit preparations in connection with Malta’s EU accession.  Mr Attard is also a visiting lecturer at the University of Malta, lecturing on Local Governance in the course leading to the BA (Honours) Public Administration.

 
Mr Attard is married to Marvic Attard Gialanze’ and has two daughters, Sarah and Martha.
